1. Legal Basis & Conversion Framework

오스트리아는 EASA 회원국으로서 제3국(Third Country) 면허 전환에 관해 유럽 연합 규정 (EU) 2020/723을 적용합니다.

As an EASA member state, Austria applies EU Regulation (EU) 2020/723 for the conversion of Third Country licenses.

• 핵심 원칙:Core Principle: ICAO Annex 1 준수 면허에 대해 이론 및 실기 교육 시간의 일부 크레딧(Credit) 부여.Grants partial credits for theory and flight training hours for ICAO Annex 1 compliant licenses.
• 전환 목표:Conversion Goal: 단순 승인(Validation)이 아닌 영구적인 EASA Part-FCL 면허 발급.Issuance of a permanent EASA Part-FCL license, not just a simple validation.

2. 사전 행정 절차 (Verification & Medical)

전환 시작 전 가장 먼저 수행해야 할 두 가지 필수 단계입니다.

Two essential steps to be completed before starting the conversion.

• 자격 진위 확인 (Verification)

  License Verification

  국토교통부 또는 한국교통안전공단(TS)을 통해 영문 자격 확인서 발급 요청. 아우스트로 컨트롤로 직접 전달되어야 함. Request an English License Verification from MOLIT or TS Korea. It must be sent directly to Austro Control.

• EASA 신체검사 (Part-MED)

  EASA Medical (Part-MED)

  오스트리아 현지 항공 신체검사 센터(AeMC)에서 EASA Class 1(전문용) 또는 Class 2(자가용) 취득 필수. Must obtain an EASA Class 1 (Commercial) or Class 2 (Private) medical certificate from an Austrian Aero Medical Center (AeMC).

3. 학과 이론 시험 (Theory Exams)

3. Theoretical Knowledge Exams

등급에 따라 시험 과목이 다르며, 아우스트로 컨트롤 시험장에서 응시합니다.

Exam subjects vary by license level and are taken at Austro Control testing centers.

• 자가용(PPL) 전환

  PPL Conversion

  항공법(Air Law), 인적 성능(Human Performance) 2과목 응시. Exams in 2 subjects: Air Law and Human Performance.

• 사업용/운송용(CPL/ATPL) 전환

  CPL/ATPL Conversion

  ATPL 이론 13개 전 과목 통과 필수. (1,500시간 이상 경력자는 의무 지상 교육 이수 면제 가능) Must pass all 13 ATPL theory subjects. (Mandatory ground school may be waived for those with over 1,500 flight hours)

• 영어 능력(ELP)

  English Language Proficiency (ELP)

  ICAO Level 4 이상의 성적표 제출 (유럽 내 평가 권장). Submit a score of ICAO Level 4 or higher (evaluation within Europe recommended).

4. 실기 훈련 및 기량 심사 (Skill Test)

4. Flight Training & Skill Test

이론 합격 후 실제 비행 기량을 EASA 표준에 맞춰 증명해야 합니다.

After passing theory, you must demonstrate flight skills according to EASA standards.

• 보충 훈련 (Acclimatization)

  Acclimatization Training

  오스트리아 승인 ATO에서 유럽식 무선 통신 및 지형 적응 훈련 수행. Perform European radio communication and terrain adaptation training at an Austrian approved ATO.

• 기량 심사 (Skill Test)

  Skill Test

  EASA 지정 검사관과 함께 비행기 혹은 시뮬레이터에서 실기 시험 수행. Complete a practical exam in an aircraft or simulator with an EASA-designated examiner.

• 계기 한정 (Instrument Rating)

  Instrument Rating (IR)

  ATPL 전환 시 계기 비행 능력 증명이 반드시 포함되어야 함. Proof of instrument flying ability must be included for ATPL conversion.

5. 최종 서류 제출 및 발급

모든 요건 충족 후 아우스트로 컨트롤에 최종 라이선스 발급을 신청합니다.

After meeting all requirements, apply for final license issuance to Austro Control.

  신청서(FO_LFA_ACW_101 등), 로그북 사본, 신체검사증, 이론 합격증, ELP 성적표, 한국 면허증 사본. Application forms (FO_LFA_ACW_101, etc.), logbook copies, medical certificate, theory certificates, ELP scores, and copy of Korean license.
